How to read this

An incident opens when our scoring engine crosses the confirmed threshold from multiple signals — independent probes, the vendor’s own feed, and user reports. “Lead time” compares that moment against the first snapshot where the vendor’s feed reported anything other than “operational.” When the vendor was faster, we say so. When the vendor’s feed stayed green through the whole incident, that’s the strongest case for an independent check.
